In any case, you would have to make most of the other characters much higher operators in order to pose any threat to a Lelouch even slightly better at game theory. "Hmm, my power allows me to give one command to any one person. The effect is permanent if non-conclusive or pattern-based. Once a command is issued I can never leverage my power against that same person again.
