There's already billions of dollars per year being spent on reducing carbon impacts, lower-CO2 electrical power generation, etc etc.

My guess would be that, if you wanted to reduce the risks of climate change, the right place to put resources is biotechnology. Bioengineered green plants seems like the most promising way to get CO2 out of the atmosphere (or equivalently, to produce carbon-neutral chemical fuels).

Here again, though, there's already a lot of smart people and billion dollar research budgets devoted to relevant problems. So I don't know if the marginal value of more work on the topic is high.
