Cool puzzle!

DanielLC has solved this already, but for 1: simplest solution is m=2 and random function is "with 50% probability fill either 0 or 2 envelopes".

the expected value there changes drastically from the first to the second. The expected value in the first case is .50 and for the second envelope is 1.
