I who made the meetup have no locations or any plan for it (and I just arrived in the country a few weeks ago); any suggestions are welcome!

Some suggestions:

12:00 is maybe too early. E.g. if I traveled from Munich to Graz, I'd have to get up at around 4:30. Vienna to Graz takes about 3 hours, so folks from Vienna would have to take the train at 8:45 which is still quite early, if you ask me :-)
you could make a doodle-survey just to see how many folks will show up and plan accordingly. Or you could make some surveys here on LW. Just write comments like e.g. "Is 12:00 too early? Vote this comment up if you think so."
for the location: It has to be relatively quiet since discussing in noisy places sucks. User:eurg's suggestion looks good.
