It's speculation on how far the rules might be changed to fit the restrictions of a world without souls. As such, it needs to be consistent with the story so far, play to OB/LW themes, and be generally cute. But it depends on facts we haven't been given and changes that haven't been established, and I don't have any strong reason to believe it's actually the case.
