The advantages of invasive methods (electricity) over non-invasive ones (drugs) may have been overstated here.
But it't not important to the subject of the post. If we happen to invent a drug that makes people extremely happy with no side effects except that they are left with no desires or motivations and have to hire others to care for them, happiness utilitarians would still want to force this drug on people, and preference utilitarians would still oppose them.
Probably not - unless they are very keen on short-term thinking.
