Immunity to blackmail comes from the potential blackmailers knowing that you wouldn't give in to their demands, so they don't do it. Many decision-making procedures can be constructed that have this property - for example, you could just make a "don't give in bot" that never gives in to blackmail, and distribute its source code to would-be blackmailers.
