Parfit was not "merely adding" people to the population. He was also adding resources.

Parfit could easily reply that in world A, there are unused resources beyond the reach of the population, and in world A+ these resources are used by the extra people.

From the perspective of the thought experiment adding resources that didn't exist before and making resources that are already there available are not different in any significant way.
