can't you just not read the replies to downvoted comments? How is it hurting anybody when someone replies to a comment with a score at or below -3? I don't see a reason to disincentivise it.

Many people use the recent comments to see what is being discussed. So off topic or replies to trolls that show up there make that more difficult to use efficiently.

If the problem is with spam in the 'recent comments' sidebar, then it seems like we should change fix that. I would be on board with a rule that posts in hidden sub-threads don't show up on the 'recent comments' sidebar. If we can remove posts from the sidebar, then perhaps posts that drop to -3 are removed from the 'recent comments' sidebar as well.
