The Emperor is an attractive Singleton compared to the em hell of the Necrons...
The Necrons seem to have failed entirely to self improve. Ironically the Tyranids are probably closest to an unfriendly AI despite being organic. They improve themselves in response to problems. They don't love you or hate you, they're just hungry, and you're made of organic matter they'd like to use for something else.
