A utilitarian who maximizes a non-equally weighted sum of everyone's utility faces uncertainty over what weight to give everyone including people not yet born and non-human lifeforms.

That's a tendentious way of expressing the uncertainty faced by this utilitarian agent. Why does he face uncertainty over what weight to give to non-human lifeforms, but not over what weight to give to other human beings?
