As for a model... obviously not a full model:
Statements that are short and that are non-controversially in line with the position that most readers would approve of and flow with the context well and get a lot of "traffic" are the most likely to have skyrocketing +1's.
If it has a useful insight or a link to an important resource this also helps, but only if it's lucid enough in its explanation.
