One reason is people vote to signal simple agreement.
Not saying it would work, but there could be "warm fuzzy votes" that don't contribute to karma at all, or contribute much less, and are shown separately. Comments could be arranged by those too if need be. It would be an interesting experiment to see how much people agree with posts that have no other value.
