Is it rude to buy a treadmill if you live on the second floor of the apartment ?

Buying it? No. Using it while your downstairs-neighbor is home? Yes. A repetitive thumping can make trying to study hellishly difficult (for people sufficiently similar to me).

To the extent that you believe the preferences of the person below you mirror your own, would it annoy you if the person above you started using a treadmill in their apt?

Possibly; an elliptical machine may be more considerate, as it's less likely to produce noise or impact which will be noticed downstairs.
