This really depends on the field. My experiences are probably only relevant to about 1% of software projects out there - there's a lot of software in the world.
That said, in terms of Cloud vs. Local - definitely not. Most large (and small!) companies we've worked with use AWS. We also highly recommend Heroku/AWS to all our customers as the easiest and least expensive way to get started on building a custom application.
Of course, there are a lot of places where cloud still doesn't make sense. We have one client who has custom software deployed in hospitals, where all of the infrastructure is of course local to their site, not in any kind of cloud. But for the majority of people who don't have such a use case, everyone understands that cloud makes everything easier.
