This suggestion is terrible. The cost of magic in a monetary sense is by far the lesser part of what it takes to get good at it to the point where it effects your life. It costs VAST amounts of time. I bet I've played more magic than 99 percent of people and I'm still not that great at it. Magic is fun and I like it but it's a terrible recommendation for someone looking to spend money to optimize their life.
