I like his idea for using this for governance, but aside from any actual issues with it, it like most proposals for fancier government suffers from the problem of being difficult for the average person to understand. This reinforces further in my mind that one of the highest priorities for civilization ought to be researching ways to use mass genetic engineering to raise the average IQ level, since (all other benefits aside) it's much easier to solve complex societal problems if people can actually understand the solutions enough to trust them.
