I think this is uncontroversial if taken as referring to the following two things:

• The meaning of a statement depends on its context. (E.g., "that's a red herring" might mean different things when pointing at a net full of fish and when listening to a debate.)
• A statement may contain indexical terms whose reference varies with time or place or whatever. (E.g., one person may say "I have a headache" and another "I do not have a headache" and there is no contradiction.)

and controversial but not startlingly so if taken as referring to the following:

• Some statements implicitly refer to a particular set of goals, values, etc. and different systems of values may be active in different contexts. (E.g., if one person says "Apple stock is a good investment" and another "Apple stock is a bad investment" there may be no contradiction; they may just have different goals and therefore different attitude to volatility, correlation with other tech stocks, etc. Or if one person says "Meringue is delicious" and another "Meringue is disgusting" they may be describing their own tastes as much as the characteristics of meringue as such.)
