Is there any way to promote open thread comments and the comments in answer to them to Discussion? If there isn't any way, should there be?

No there isn't. Ideally there would be but it probably takes development resources that we don't have.

Short of copying and pasting it, AFAIK there isn't.

I'm interested in trying to figure out how to do this, but am curious about who would have promote authority.

One approach would that everyone (or perhaps everyone above a moderate karma level) has the authority to promote-- after all, anyone can post anything to Discussion.

The advantage of changing things is that a promoted open thread comment would bring its comments with it. If you want a restriction, it might be that the original comment and/or the original comment + it's comments have some specified karma total.
