The definition of state risk/step risk and how to define "levers" that one might pull on development (like the macro-structural development accelerator) - these start to break down the technology strategy problem, which previously seemed like a big goopy mess. (It still seems like a big goopy mess, but maybe we can find things in it that are useful).
