There's the classic How to Read a Book. Emphasis is on getting the most out of your reading material. It's a bit old and is grounded more in experience and sense than breakthroughs in neuroscience.
In general if someone tells you that his learning advice is based on neuroscience and a theoretical understanding of the brain as opposed to what empirical works for people, don't listen to them.
Cognitive psychology is much better than neuroscience if you want to understand human behavior and how to optimize it but don't care about what happens in the brain.
