Just read Collective Apathy and the Internet and Yvain's comment about examples when it ('the internet') work in coordinating group action. Apparently sometimes it does and it may depend on a few things like critical mass, attention span, identity, emotionality.

"Within a minute" is a bit off; it needs to be long enough that somebody has to keep coming back to see, but short enough that they don't get bored waiting. More than a minute, less than ten.
