Hanson-type explanations: do they assume coherent goals? What if we disregard goals and focus on urges. So, if people respond to the prestige of the hospital rather than the health care it provides, we might then say that their urges pertain more to prestige than to health care. How does Hansonian explanation require coherent goals?
No. Just hidden ones.
But why does Hanson need "goals" at all. Why not "hidden urges"?
I think Hanson's term 'hidden goals' basically means 'vestigial urges' in the sense that he uses it.
