I see. I doubt that it is as simple as naive Popperianism, however. Scientists routinely construct and screen hypotheses based on multiple factors, and they are quite good at it, compared to the general population. However, as you pointed out, many do not use or even have the language to express their rejection in a Bayesian way, as "I have estimated the probability of this hypothesis being true, and it is too low to care."
