I'd start by looking into how the scientific method was developed in our history, and seeing if that would be any help. Perhaps sending him some of Roger Bacon's work would be useful?

Re: michael's suggestion about using reputation markets to make real life resemble a video game, I am reminded of Cory Doctorow's Down and out in the Magic Kingdom, where the main currency is "whuffie", a reputation measure that others use to determine whether or not they should do you favors.

Have you defined "fair", as you use it here, in a previous post? If so, I'd appreciate a link. If not, could you give a definition? Based on what I've read from you, I find your use of it somewhat at variance with my own concept of fairness, and I'd appreciate some clarity on exactly what you mean.
