Edit: To give a bit more background to how I view rationality: An intelligence is a set of interacting programs some of which have control of the agent at any one time. The rationality of the agent depends upon the set of programs in control of the agent. The relationship between the set of programs and rationality of the system is somewhat environmentally specific.
