Yes, thanks for reminding me of that post. Science (as an institution) is a very good example of a constraint that has its purposes, but sometimes has to be overridden.

I think it's intended as a sufficient, but not necessary condition. If a culture can maintain a voluntary, prosocial norm like tipping, it will do well under libertarianism.
