To some extent, we may have heuristics in charity evaluation which support some of these behavioral patterns and which are adaptive but evolved along the grain of our natural cognitive biases in order to protect us from Pascal's Mugging and other types of exploitation.
Also, people mostly want to do things that others are doing, not to do the maximally good things.
