If rationality were able to select hypotheses from an infinte space of hypotheses, your distinction would be accurate. . Theoretical AIXI works that way, kind of, but nothing made of atoms can implement it. Rationality picks from the N hypotheses that have occurred to the thinker, and rationalization is the degenerate case where N=1.
