There's no hierarchical ordering of emotions.

There's a hierarchical ordering of motivations. We act only if we are motivated to do so. You can only rebel against the shallow sections of your goal structure if the deep sections require you to.

It's also possible that people aren't monolithic personalities and that it is literally accurate to describe them as possessing multiple (and frequently conflicting) emotions.
