I'm intrigued by this notion that the government solicited Buffett for the funding promise which then became a substantial chunk of the total startup capital. Did they really need his money, or were they looking for something else?

Yes, the very few people in government who care about nuclear proliferation really need private funds to do this, or even to do more obvious things, like decommission Russian warheads. This has been going on for twenty years. I wonder if Sam Nunn left the senate because he realized that such power was not helping him save the world.
