Can you name any major legal issue which has passed through legislatures that fast? Gay marriage, regulating smoking, anything?
Those are social issues with minimal short-term economic impact. I don't think they're really the right reference class to use (although if they turn out to be, I would agree that we're in trouble). Unfortunately, I can't think of things that are in quite the right reference class in modern times. Perhaps earlier examples would be early automobiles, passenger airplanes (and Concorde), the electric grid, that sort of thing. Most of these seem to have followed a route of "permitted until proven dangerous or undesirable", but unfortunately they also mostly emerged too long ago, and the social climate has definitely now become more litigious and risk-averse, so I can see how you might find the comparison unpersuasive.
If you're looking for general issues, it's difficult to judge. I think you'd agree that individuals states do pass some reforms rather quickly. For example California institutes fuel efficiency regulations without too much debate, I think. I do admit that states almost never sync up their regulations completely unless the federal government takes it up, but this may be a special case, as enforcement would prove problematic if some states chose to forbid driverless cars while others permitted them.
One could've said something similar about tobacco.
Not really - health issues are inherently difficult to isolate. We still seem pretty unsure about most dietary things, for example. On the other hand, the feedback from driverless cars should be a lot more clear and immediate.

Having read through all this material, my general feeling is: the near-term future (1 decade) for autonomous cars is not that great. What's been accomplished, legally speaking, is great but more limited than most people appreciate. And there are many serious problems with penetrating the elaborate ingrown rent-seeking tangle of law & politics & insurance. I expect the mid-future (+2 decades) to look more like autonomous cars completely taking over many odd niches and applications where the user can afford to ignore those issues (eg. on private land or in warehouses or factories), with highways and regular roads continuing to see many human drivers with some level of automated assistance. However, none of these problems seem fatal and all of them seem amenable to gradual accommodation and pressure, so I am now more confident that in the long run we will see autonomous cars become the norm and human driving ever more niche (and possibly lower-class). On none of these am I sure how to formulate a precise prediction, though, since I expect lots of boundary-crossing and tertium quids. We'll see.
0.1 Self-driving cars
The first success inaugurating the modern era can be considered the 2005 DARPA Grand Challenge where multiple vehicles completed the course. The first legislation of any kind addressing autonomous cars was Nevada’s 2011 approval. 5 states have passed legislation dealing with autonomous cars.
However, these laws are highly preliminary and all the analyses I can find agree that they punt on the real legal issues of liability; they permit relatively little.
