First, let my clarify. This is called "murder" under the current legal systems of most countries in the world.

Second, if kill e.g. an American citizen anywhere in the world, the American justice system still gets jurisdiction and can prosecute you for murder.

moving existing facilities or setting up new ones, in addition to what lumifer said, is also extremely expensive.
