Depends on what kind of NRx. There isn't a single value system shared among them.

The popular trichotomy is "Techno-commercialist / Theonomist / Ethno-nationalist" - I don't know about the first two, but the ethnonationalists would probably disagree with a lot of Givewell's suggestions.

Not uniformly, I think - Japan is an Ethno-nationalist state, and also used to be the world's largest supplier of foreign aid.

Ethno-nationalists certainly have no problem with geopolitics or mutually-beneficial investment, and foreign aid can be useful there.
