I'm going to guess that English language proficiency is far higher in Europe than it is in China. But Asian Americans seem underrepresented on LW relative to the fields that LW draws heavily from, so that seems unlikely to be a complete explanation.

Then why so few LWers from India which is an enormous country with English as an official language? Why so many Indians are on Quora, but relatively few are here?

There are a lot of LWers from India, relative to the rest of the world? Agreed that there are less than we would expect, and in particular there are more East Asian LWers than South Asian LWers.
