On the other hand, a new comment is more likely to be seen if it's in the current open thread. I'm not sure whether keeping a conversation in one place is more important.
Maybe a very specific conversation (such as giving a specific person advice) should be kept in one place, whereas a conversation of more general interest is inevitably going to be discussed repeatedly in different threads.
