All I needed to fix my googling was the word Parable :). Turns out it was from Chesterton's own writings:

I'm trying to find an article on lesswrong? I swear I read but can't find via google.

It was a different analogy around Chesterton's fence where the town comes together to discuss a recently erected lamp post. Everyone is unhappy for different reasons. Some people want it to be taller and brighter some people want it to be shorter and dimmer and some people want it removed so they can do evil things in the dark. Then a monk appears and tells everyone what they need to do is think about what it means to have light.
