When Congress was debating the bank bailouts and the stimulus package, a lot could have been said in favor of doing nothing; but no one even suggested it.

Krugman is saying that Congress did essentially that - once the risk of total collapse of the world economy passed, they switched to doing nothing, and actions to alleviate unemployment are not even discussed.
