Note that Paul keeps updating the draft, always at the same URL. That's convenient because links always point to the latest draft, but you may need to hit 'refresh' on the PDF's URL a couple times to get your browser to not just pull up the cached version. As of this moment, the current draft at that URL should say "revised March 26" at the top.
Tip: Most browsers have a "Force full refresh" option that forces clearing the cache and re-downloading all assets on the page, usually assigned the shortcut Ctrl+F5 by default.
