It's still a democracy which has elections that the OCED can inspect Hungary. It's also still a member of the EU. That means it's subject to all sorts of legislation from Brussels and action by the EU Court of Human Rights.
It seems like Hungary has to pay billions to the churches due to a verdict of the EU Court of Human Rights.
