How could we get a government to do this without spending too much money ourselves?

Taken literally, this is best accomplished by governments other than your own. That way, your taxes are not increased and the public services you use are not defunded.

No. Having a one Euro tax rate increase wouldn't qualify for me as spending "too much money". If I would run the project I would pay more money in hosting costs and website registration.

I see. I guess I was interpreting "ourselves" more broadly than you had meant.
