It seems plausible that sometimes people advocate for things in political realms, even if they don't support it.
Strategically it would make sense for an AI Lab that opposes regulation that endangers their business model to publicly support or even ask for regulation broadly, generally, to then seem more credible when opposing a specific regulatory proposal. They can then say "We're not against regulation in general, in fact we've been calling for it for a long time, but this specific proposal is bad".
