Where on LW is it okay to request advice? (The answers I would expect -- are these right? -- are: maybe, just maybe, in open threads, probably not in Discussion if you don't want to get downvoted into oblivion, and definitely not in Main; possibly (20-ish percent sure) nowhere on the site.)

I'm asking because, even if the discussions themselves probably aren't on-topic for LW, maybe some would rather hear opinions formulated by people with the intelligence, the background knowledge and the debate style common around here.

It's definitely okay to post in open threads. It might be acceptable to post to discussion, if your problem is one that other users may face or if you can make the case that the subsequent discussion will produce interesting results applicable to rational decisionmaking generally.

It depends on what you're asking about, but generally open threads are your best bet.

Advice is a fairly broad category. Different calls for advice are likely to be treated differently.

If you want that your call is well received, start by describing your problem in specific terms. How do your current utility calculations look like? If you make assumption, give us p values about your confidence that your assumptions are true.
