This phenomenon is very real and should have a catchy phrase to describe it.
In my workplace we call it "crisis management," fully aware of the ambiguity of that phrase.
The observation that scared populace is easy to control is very very old.
Similar to the "shock doctrine", but that is an explicitly leftist idea so it probably doesn't work to name the generalized phenomenon.
